International Authors' Film Festival QUEST EUROPE 2010
 
R E G U L A T I O N

§ 1

QUEST EUROPE is open for all filmmakers from who create author's movies. The Festival is open  and  addressed to the filmmakers from all countries of the world.

§ 2

The festival accepts feature and documentary films lasting from 5 to 60 minutes as well as animation films with runtime from 1 to 5 minutes shot in free technique recorded in DVD format. We require a copy (full length film or 5 minute excerpt) recorded on mini dv tape or on DVD in avi format.

§ 3

The film submitting is out of charge. The submitting party bears costs of shipping to the Organizer. One author (producer) may submit any given number of films, provided that each of them is on a separate drive.

§ 4

Each film should have its title and the "the end" text.  The dvd record must have readable description with the film's title, director, the film's length and the polish or english subtitle (for films done in other languages than english or polish).

§ 5

Each application should have The Entry Form, 5 frames in jpg format (min 300dpi), the photo of author and the CD with a few sentences about the movie in english.

§ 6

We do not accept films made for commercial purposes or the films made in co-operation with members of  the Jury or the Pre-selection Commission or with the organizers comitete.

§ 7

All submitted to competition of Quest Europe 2010 films will be selected for the competition by the Pre-Selection Commission. Decisions of the selection Comitete being final and no corespondence will be entered into.

§ 8

Copies of films submitted for selection will not be returned. Films not accepted by the selection commitete to summer festival may be present in special shows of QUEST EUROPE organize in order to promote of the festival.

§ 9

By applying films for the competition the producer gives the right for the public presentation of the film at the Festival presentations and special shows promoting the QUEST EUROPE festival from 2010 to 2015 year and also other free shows organized by Lubuska Szkoła Telewizji i Filmu. The producer also gives the right to publish fragments of the movies (about 2 minutes long) in the official festival website and festival trailers.

§ 10

The producer submitting a film which hasn't been presenting before expresses agreement to first public presentation of this film.

§ 11

The program of festival:

• specjal shows of the artist autstanding full-lenght movies from Europe /  in the centre of Zielona Góra City
• special plener shows of shorts from partners festivals and interesting short movies not accepted to main competition/ in the centre of Zielona Góra City
• Main competiotion of plot, documentary and animation films / in the cinema "NYSA"
• Other art events: prelections about films, photo exhibision, concert, party with film music, etc

§ 12

Three-day final events will take place in the cinema NYSA.

  § 13

The exact date of final events will be announced on the official festival website until the end of June 2010.

  § 14

The detailed program of competition screenings will be sent to authors of contest qualified films latest until the 15^th July 2010.

 § 15

The Jury of professional filmmakers will evaluate films presented in the main competition.

§ 16

Awards:
GRAND PRIX in the plot category -  Grand Prix Statue + financial award
GRAND PRIX in the documentary category - Grand Prix Statue + financial award
SPECIAL PRICE FROM Lubuska School of Film and Television - free year in this school

§ 16 a

An additional kind of prize will be accreditation (accommodation, board, entry to screenings and accompanying events) to prestigious International ALTER - NATIVE Festival which has been held in Romania for 17 years, La Boca Del Lobo Iternational Film Festival in Espania as well as to BUSHO International Short Film Festival taking place in Hungary.

The jury has also right to grant Honourable Diplomas.

§ 17

Furthermore will be granted nominations (exclusively to Polish authors) to prestigious Jan Machulski Awards in categories as follows:

THE BEST SCREENPLAN
THE BEST EDITING
THE BEST PICTURES
THE BEST ACTOR
THE BEST ACTRESS

  THE BEST DOCUMENTARY STORY
THE BEST ANIMATION

Quest Europe is one of six most acknowledged Polish film festivals granting such nominations.

§ 18

The director of the festival reserves to herself the right to grant extra-schedule prizes and to a different award of prizes.

§ 19

The official notice of the verdict will happen during the final event in NYSA cinema. Prizes will be handed over to the laureates on the same day during the ceremony of the official ending of the festival QUEST EUROPE. The awards will be given only to the authors of awarded films, or persons  representing them. The Participants who are absent at the closing ceremony will receive special diplomas and the text of the verdict of the Jury.

§ 20

The contest submitted DVD carrier /mini DV with copy of film becomes the property of  the Organizer and won't be subject to return. The submitting party is not allowed to claim financial gain resulting from leaving DVD carrier /mini DV in the archive of the Organizer.

§ 21

The copyright of the MFKA QUEST EUROPE Festival submitted films can by no means be restricted. Furthermore it can violate neither the copyright nor personal welfare of a third person. In case of providing untrue data regarding legal status of a film the author submitting this film will bear all legal expenses resulting from probable right violation claimed by third person.

§ 22

Organiser may refuse to accept a film for Competition or withdraw it from the Competition if any circumstances should be disclosed which are in breach of these Regulations.

§ 23

The producers submitting a film to the festival agrees to submission of fragments ( 60 sek.) of films  with the purpose of promoting the festival.

§ 24

Every film has to be recorded on a separate print and every film should have front titles (the title, duration, the names of the filmmakers and the system on format of the recording) and be completed with "The End" Every film print must be properly packed with protection from mechanical damages.

§ 25

The producers of films submitted to the festival  agree to the procesing of the personal date for the needs of promoting films in internet and  within massmedia (according to law from the day 29 August 1997 r.  about the protection of the personal data, DZ.U. No. 133, p. 883).

§ 26

The entries must be sent to:  Akademia Twórczych Poszukiwań - Lubuska School of  Film and Television,  ul. Festiwalowa 3, 65-520 Zielona Góra. The deadline for receiving films with an enclosed entry form and promotional materials (photos etc) is 15.05 2009.

§ 27

The organizers do not take responsibility for undelivered or delayed films (to the main competition).

§ 28

The organizer assure accomodation for one person who reprezent film selected the main competitionand. The organizer does not return the costs of the trip.

§ 29

The notification to MFKA QUEST EUROPE 2010 means that the author accept  thiese regulation  without any restrictions.

§ 30

§ 31

Should any dispute arise regarding the interpretation of an article in these regulations, their original Polish version is binding.
